3. Request for Proposals (RFPs)

Request for Proposals (RFP’s) are used to solicit a proposal for procurement of contractor services, maintenance contracts and/or professional and consulting services. An RFP is used to seek competitive proposals when experience and knowledge are important elements in selection. RFPs are submitted to proposers who have demonstrated a capability to perform the type of service or the defined scope of work. Cost is evaluated but is not the only factor when selecting a company to provide the necessary service. The evaluation of each proposal may consider company and background experience, approach and methodology, staff qualifications, project team, ability to meet the requirements, history with similar projects, approach and methodology, DBE participation, cost, and other factors. Request Proposals are provided to know qualified vendors, contractors and/or design professionals and consultants and posted on this LSED website.

Final selection of a contractor, professional services or consultant shall be made in accordance with the selection criteria established in the RFP. ASM, acting in its capacity as manager on behalf of the LSED shall have discretion as to the final award of such proposals.

Request for Proposal Procedure: Proposers who are selected to receive an RFP should follow the instructions for submitting a proposal included in the Request for Proposal documents. A copy of the open RFP’s, addendums or any other documents are noted below.

4. Request for Qualifications (RFQs)

Request for Qualifications (RFQ’s) is a competitive selection process used for qualification-based procurement of specific design or construction services. RFQ’s seek statements of qualifications from a limited number of qualified proposers.  RFQ’s are used to identify and short-list the most qualified Proposers for review by an evaluation team. When seeking expert solutions for a defined need, evaluation of proposers RFQ’s may include company and background experience, approach and methodology, staff qualifications and cost.

Disadvantaged Business Enterprise (DBE) Program

ASM, on behalf of the LSED, is committed to achieving inclusion of minority women-owned and veteran-owned businesses for the procurement of goods, products and services required for the operation, maintenance, repair and at ASM-managed facilities.  Through this program, it is our intention to remove any barriers which may impede participation by DBE-certified firm.

ASM uses the City of New Orleans and State of Louisiana SLDBE directory. We strongly encourage all of our business partners to register with the directories if their ownership structure meets the DBE certification criteria. For all future request for bids, request for proposals and or request for qualifications, ASM will request; if applicable, the respondent provide their SLDBE credentials to confirm DBE status.
